I am strongly in favor of maintaining the clockwise ordering when used in Latin-based languages. CSS has always maintained a Western bias (and American English bias), when such a choice needs to be made. For the majority of authors in the world, even in Asia, bs ie be bs would be consistent with how the write 4-direction-value shorthands already. That should be the most important consideration.  I strongly disagree that it is bizarre-as-hell, and should not be dismissed out of hand.
