zcorpan has just created a new issue for https://github.com/w3c/csswg-drafts:

== [css-backgrounds] 'border: 1px inset' is not interoperable ==
https://drafts.csswg.org/css-backgrounds/#line-style

See https://github.com/whatwg/html/issues/2727#issuecomment-305475776

I'd like to make the rendering of the `hr` element interoperable, but it appears there is lack of interoperability for CSS `inset` borders.

Which behavior should browsers converge on?
