[its equivalent on the CSS2.2 WD on
TR](https://www.w3.org/TR/2016/WD-CSS22-20160412/changes.html)) has a
[change to section 4.1.1 and other sections date
2015-09-05](https://drafts.csswg.org/css2-testing/changes.html#s.4.1.1e).
The description of the change should perhaps be clearer that the
difference is that, when an at-rule is found in a declaration block,
parsing of declarations resumes after either a {} or a ;, rather than
only after a ;.
