dbaron has just created a new issue for
https://github.com/w3c/csswg-drafts:

== [css2-testing] change to G.1 should drop redundant [] ==
The [changes section of
css2-testing](https://drafts.csswg.org/css2-testing/changes.html) (or
[its equivalent on the CSS2.2 WD on
TR](https://www.w3.org/TR/2016/WD-CSS22-20160412/changes.html)) has a
[change to section G.1 dated
2013-07-15](https://drafts.csswg.org/css2-testing/changes.html#s.G.1a).

This change leaves a redundant pair of [ ] that should be
removed.
