That's not what the CSWG actually decided according to the IRC  log at

@fantasai's proposal above says "things with an aspect ratio" should 
use `start`.
As I understand it, the CSSWG resolution is that replaced elements in 
general (including those _without_ an intrinsic aspect ratio) should 
use `start`.  Can someone who was at the meeting, and who is not 
fantasai, confirm that this is what the CSSWG resolved on please? (and
 if I misunderstood, please explain in detail what was actually 
decided)
