Yes, you could.  :) In fact, I did that already, as part of the Gecko fix.  See reftests at <http://w3c-test.org/css/CSS2/visufx/overflow-propagation-001a.html>, <http://w3c-test.org/css/CSS2/visufx/overflow-propagation-001b.html>, <http://w3c-test.org/css/CSS2/visufx/overflow-propagation-001c.html> and reference at <http://w3c-test.org/css/CSS2/visufx/support/overflow-propagation-001-ref.html>.  I figured adding tests testing the CSS2.1 behavior under css/CSS2 was reasonable...
