`font-variant-emoji: emoji` could refer to "text style" or "image style," so that could be confusing. I would go with `text | image` because it is very pragmatic and clear. I feel these are intuitive and harder to misconstrue. I would also support `plain | graphic`, particularly because it is pleasant to read these words (so, it's user-friendly in that way), but I am afraid "plain" is vague, and "graphic" could be a noun or an adjective.
