Hm. The statement you're looking for is

> If a box spans multiple shared alignment contexts, it participates in first (last) baseline content-alignment within its start-most (end-most) shared alignment context along that axis.

which is currently in https://drafts.csswg.org/css-align-3/#baseline-align-content and https://drafts.csswg.org/css-align-3/#baseline-align-self

Maybe it needs to move to the section you are quoting. :)
