Maybe the wording isn't clear enough. The point is saying that they 
behave like exclusions that are absolutely positions, where the 
positioning part is taken care of by means of what is specified in the
 page float spec. In other words: If you have a browser with 
exclusions and you can absolutely position elements in that browser, 
then you should be able to polyfill this spec with JavaScript.
