I'm in favor of standardizing `-ms-content-zooming: none;`. I agree there is a clear need and it doesn't have the preload problems of the rest of `@viewport`. As for min-width, I'm not really hearing the case. I want to hear an argument along the lines of "X is impossible to achieve without this new primitive" and I haven't heard that yet. UAs effectively already have a content-based calculation of minimum non-layout-breaking width, after which they already resort to scrollbars or zooming, and this seems to work OK and be manipulatable as needed by those webdevs who care about it.
