You're right. Chrome's behavior is somewhere in between: if you have a
 selection, and simply click in a `user-select:none` element, the 
selection is not changed, but if you start dragging, it is. I believe 
this behavior is likely to change when 
https://bugs.chromium.org/p/chromium/issues/detail?id=481985 is fixed,
 but how it will change is uncertain.
