Early on we had ordering in the region chain, but we removed it because it did not seem to give enough benefit to outweigh the added complexity. Document order (both for the chain and for the named flow content) almost always corresponds to reading order. Could you describe the case you're thinking of where it does not? Flow sources are not displayed in their normal boxes *if* they are assigned to a region chain. Nothing gets displayed twice. You can try this out in Safari and Edge.
