Suggest introducing `Element.getComputedStyle( [pseudoelt] )` and 
`Element.getUsedStyle( [pseudoelt] )` with proper computed value and 
used value semantics.

`window.getComputedStyle( element, [pseudoelt] )` looks like a 
procedural function attached on a random object.
