Free space is currently defined as:

> Equal to the available grid space minus the sum of the base sizes of
 all the grid tracks, floored at zero. 

That's generally correct except when there are non-zero grid gaps. It 
should include "minus the sum of the sizes of all the grid gaps 
between tracks"
