ERM Requirements

NARA recently released an update to its guidance on Universal Electronic 
Records Management (ERM) Requirements, including this technical requirement:

    Objective TF.16: DTDs, Schemas & Data Dictionaries

    - Transfer structured data together with any associated files
    necessary to verify the validity of the data

    Other Information: Structured data must be transferred together with
    any associated files necessary to verify the validity of the data,
    such as DTDs, schemas, or data dictionaries.

Unstructured records are immature for business-quality purposes, meaning 
their content is inherently untrustworthy, thereby placing undue burden 
on human beings to judge their credibility.
