The IPR rationale is that when someone (read: a lawyer) makes a commitment, they do not generally want to make a commitment to a moving target. In the current CG landscape publishing a “Final Spec” both serves as a signal that the group thinks the work is mature, and also creates a snapshot for IPR reasons, and then there is a call for “Final Spec Commitments” over that snapshot.
