Also, for purposes of review, it would be helpful to have some more detail
on "This group will publish Specifications."  (The scope of such possible
specifications is one of the key factors many of us need to review in order
to get approvals to join Groups.). Also, just to set expectations, I would
note that "Specification" isn't a classification per se - it's ideal to use
CGs to incubate standards, but when you get to the point of "managing,
upgrading and implementing" you'll likely need to charter a Working Group.

(All that said, I want to say from a personal perspective I'm happy to see
more work in this space being incubated!)
