Recruiting for Headlights2013 TF "Which Community and Business Groups Should Transition to Working Group"

Dear Members of the Community Groups Council

For the second year, W3C is embarking in the Headlights exercise, to  
identify major new strategic directions for W3C. I invite you to read more  
on the Headlights 2013 exercise in the post Jeff Jaffe wrote last month

I am leading one of the task forces, which aim is to determine which  
Community and Business Groups should transition to Working Group.

A few people from the Team already joined the TF as well as a Member of  
the W3C Advisory Board and before we get started this week, I wanted to  
extend an invitation among the Members of the Council, the community group  
about Community Groups. You do not have to join the TF, but if any of the  
details in the scope below resonates with you, I welcome your volunteering  
and I'd be most grateful for the time you could spend with us.

Scope:
Figuring out which among the 110+ CGs/BGs to transition to Working Group.
To do so the TF might find useful to do an inventory, come up with broad  
classification.
Classification, to help with triage, might include which group don't  
intend to create a spec, what parent W3C activities govern them, etc.
The TF might consider other taxonomies (e.g. in what language do CGs  
operate).
The TF might also realize that a tool is needed to help determine whether  
groups are active or inactive.

Calendar:
Formal launch of task forces is today.
Task force to develop ideas until we report/discuss at the AC Meeting  
mid-June.
After that, some fine-tuning may happen as necessary, until the July W3C  
Management meeting that will serve to prioritize proposals and allocate  
resources.

Operation:
This task force can operate in public.
I will probably create a new CG for this, unless it's a hassle to join yet  
another group for people of the Council who might otherwise participate.

Practically, I'll invite the task force Members to join either the Council  
CG or the newly created CG in the coming days. If the former, people of  
the Council who will have not formally volunteered for the Headlights task  
force will be able to follow its work via the ML we're all subscribed to.
