That's the view you see because of the current state of your account. Other people see other things at the same URI depending on their account information.

Here's what's going on:

 * You are an invited expert
 * Before you can join the group we need to update your account with information related to IPR. In the future you'll be able to update your account yourself and not need to email the team. 
 * You only need to update your account once (by sending us the info we need).
 * Then you can join.

Other people (not in this situation) see a checkbox and a submit button.
