Well for practical purposes a graphical browser that doesn't support GIF/PNG/JPEG is useless, so I don't see what the problem is in acknowledging this fact. On the other hand a graphical browser that doesn't support GIF/PNG/JPEG is clearly useless, so what it says in the Core Mobile document won't have any effect in this case.
