Some people interpret this to mean that H80 cannot be used to pass 2.4.4. Proposed Change: If a preceding heading can indeed be used to pass 2.4.4 Link Purpose (In Context), then please move H80 up into the list of Sufficient Techniques. I suggest listing it dead last in the list of sufficient techniques.
