Summary of Issue: Should H80 be Sufficient to pass 2.4.4
Comment (Including rationale for any proposed change):
Currently "H80: Identifying the purpose of a link using link text combined with the preceding heading element" is only listed as an advisory technique to pass 2.4.4.  Some people interpret this to mean that H80 cannot be used to pass 2.4.4.

Proposed Change:
If a preceding heading can indeed be used to pass 2.4.4 Link Purpose (In Context), then please move H80 up into the list of Sufficient Techniques.  I suggest listing it dead last in the list of sufficient techniques.
