Thank you for your comments.

As noted in the technology notes for PDF techniques, the techniques
use a snapshot of tools in fairly wide use when the techniques were
reviewed. In addition, each PDF example notes that other tools may
provide similar functions. It is not possible or practical for the
WCAG Working Group to maintain an exhaustive list of tools that can be
used. Future versions of techniques will continue to emphasize tools
in common, current use (but not exhaustively) and consider ease-of-use
features.
