Expected Results reads "#2 is false". This way of writing is not testable. Also it doesn't mention documenting help information and provide it to users.
Proposed Change:
Procedure
1. tab through content from start to finish.
2. check to see if keyboard focus is not trapped in any of the content.
3. if keyboard focus is trapped in any of the content, the help information is available and can be accessed via the keyboard.
Expected Results
* #2 or #3 is true.
