Comment (Including rationale for any proposed change):
Sufficient techniques are listed as follows;

1. G134: Validating Web pages

2. G192: Fully conforming to specifications

3. H88: Using HTML according to spec

4. Ensuring that Web pages can be parsed by using one of the following techniques:

 *H74: Ensuring that opening and closing tags are used according to specification (HTML)

 *H75: Ensuring that Web pages are well-formed (HTML) 



This list means that the author can meet this SC by using only one of these numbered techniques. And it is the consistent rule throughout Understanding documents.



This can be understood that the author can meet SC4.1.1 by using only H74. H74 doesn't guarantee that "elements are nested according to their specifications, elements do not contain duplicate attributes, and any IDs are unique, except where the specifications allow these features." 



However it doesn't guarantee those things and the web page may not meet this SC.

Proposed Change:
Revise #4 so that it can also guarantee that "elements are nested according to their specifications, elements do not contain duplicate attributes, and any IDs are unique, except where the specifications allow these features."
