Summary of Issue: paragraph spacing is larger than line spacing
Comment (Including rationale for any proposed change):
If line spacing is 1.5 and paragraph spacing is 1.51 this SC is met, but this setting certainly does not improve the readability or visual presentation. 

Proposed Change:
So either you require a considerable larger paragraph spacing (eg. half the text size larger than the line spacing, ie. 2.0 times the text size) or you write \"at least the line spacing\" to be clear.
