HTML techniques H74 and H75 in Techniques for WCAG 2.0

Refer HTML Techniques H74 and H75

Both have " Ensuring that all id attribute values are unique" as an
objective. It is unclear  why this should be so. 

Make " Ensuring that all id attribute values are unique" a separate
technique. H74 and H75 can retain the remaining parts of their  statements
or may even be combined.
