Refer HTML Techniques H74 and H75 Comment: Both have " Ensuring that all id attribute values are unique" as an objective. It is unclear why this should be so. Proposed: Make " Ensuring that all id attribute values are unique" a separate technique. H74 and H75 can retain the remaining parts of their statements or may even be combined.
