Comment (Including rationale for any proposed change):
Guideline 4.1 is concerned with ensuring compatibility with current and future user agents including assistive technologies. However, within WCAG 2.0 there does not appear to be any requirement to avoid the use of deprecated W3C technologies. Also there is no explicit indication that layout tables should not use structural markup for the purpose of visual formatting. It appears that many of the issues relating to the use of tables are intended to be covered by SC 1.3.1, however the HTML techniques relating to this SC in the \"Understanding WCAG 2.0\" document make no reference to the inappropriate use of table markup.

Proposed Change:
I suggest Guideline 4.1 contain a Level 1 Success Criteria which reads, \"When a table is used for layout, it does not use structural markup for the purpose of visual formatting.\"



I suggest Guideline 4.1 contain a Level 2 Success Criteria which reads, \"Deprecated features of W3C technologies are not used.\"
