Technical/substantive issue: Currently the conformance section states that a claim is optional. In order to promote reliable discovery, I propose that in order to conform to WCAG 2 a web unit must have a conformance claim. This claim can either be "inline", presented as part of the web unit, or can be associated metadata, potentially linking to but not linked to from the relevant web unit.
