This is defined as [[[ can be recognized by user agents, including assistive technologies, that support the technologies in the chosen baseline ]]] It is not clear whether this means "it is possible for user agents to determine" (which in at least all the cases that spring to mind it is), or "will be determined". The former is more or less meaningless in practice.
