It is not clear whether this means "it is possible for user agents to
determine" (which in at least all the cases that spring to mind it is), or
"will be determined". The former is more or less meaningless in practice.
The latter depends either on an exhaustive survey of user agents, or on
conformance of user agents to some mechanism (most typically on the Web
this would be the DOM, which would need to be exposed to assistive
technologies), in which case the definition needs to be rewritten to make
this clear.
