should be

4.2.3 The role, state, and value can be programmatically determined for every user interface component that accepts input from the user or changes dynamically in response to user input or external events.

Reference to “the web content” should be deleted.  Rational:  4.2.3 is the only sc that includes this phrase.  Although applicability to web content is implied for *all* sc, this unique explicit reference is counter productive as there is the subtle hint that this sc applies to HTML and not web applications.

(FYI, I noticed this because without a change, it is awkward to map 4.2.3 to 508 1194.21.)
