citations todo list

We had a great call on citations.
Here is our todo list


   - Decide on  ref code /short name convention for references, as they are
   cited in the issue papers and other documents (coga group),
   - put the short names in a new column in our research database  (Lisa/
   coga group),
   - make chat gpt prompt to convert from normal form to  Jason form (Roy ),
   - convert excel references and  add to biblo file ,
   - use prompt on other citations   (Lisa/ coga group),
   - add to the biblo file citations not in the data base,
   - add link to script :
   https://github.com/w3c/coga/blob/main/common/biblio.js at top of each
   file (lisa).
