SDM User Needs First Pass

Hi Folks,

I have taken the first pass at the User Story and User Needs<https://docs.google.com/document/d/1g9N-_3l-d6t0ppZcIIZ98k00x7ZE7h3ayq0OCX9Ycu4/edit?tab=t.0#heading=h.at0k2knwycsb> section of Supported Decision Making issue paper.

I read through the rest of the document and quite a bit of the research to create 4 specific needs. I can

Please review and leave comments in the section any time. It will help the editorial review (to be scheduled) by having your voice and ideas in the doc before hand.

My next steps with the document are to do a full editorial pass. Goal is to complete this by end of week.
