Issue papers and user needs - Today's discussion

 Hi Folks
On today's github call the editors of the issue papers who could
attend agreed that there should be a section in the new issue papers on
user needs. (This was also agreed on Mondays call)

For the February publication we intend to add a section on user needs after
the section on challenges. We also intend on adding an editor's note saying
we are working on this section and may merge it with the previous  section
(challenges).

Use needs will be based on coga-usable/#user_needs
<https://www.w3.org/TR/coga-usable/#user_needs>. Hopefully we can make sure
the challenges are all covered. (Where they are not covered we should keep
a note to change content usable!)

Let us know if there is any disagreement with this approach.
