Alastiar clarified that "The way the discussion was going at TPAC, it seemed like so many things could be included in a definition of ‘harm’ that it wouldn’t be a useful way of categorising requirements. However, if there is some way of prioritising requirements (from COGA or any other point of view), that would be useful.
