Minutes: October 3, 2024 - COGA Internationalization Subgroup Call

Hi everyone

The minutes <https://www.w3.org/2024/10/03-coga-minutes.html> are rather
minimal, but we had a great discussion during today's Internationalization
Subgroup call. Many thanks to those who were able to make and to those who
sent regrets, you were missed! We want to give a warm welcome to Andy Manea
(she/her). Internationalization is an area of passion for Andy and she
brings a depth of knowledge and expertise to this work that will help us
develop sound guidance and recommendations.
