COGA's style guide: Next steps + minutes from today's GitHub Editors call

Hi, folks, at today's GitHub editors meeting, we started discussing the updated
draft of the COGA style guide

We got as far as the section on hyphens, which turned out to be
surprisingly complicated!

*Next steps:*

   - Review the draft style guide over the next two weeks.
   - Add comments in the margin or use "Suggesting mode" to add new
   bullets, sections, etc.
   - Consider joining the next GitHub editors meeting when we'll continue
   discussing the draft.
