Minutes: COGA Internationalization Subgroup Meeting

Here are the minutes for our July 18, 2024 COGA Internationalization
Subgroup call <https://www.w3.org/2024/07/18-coga-minutes.html>. Many

adding Internationalization to the new COGA proposed structure, so I will
