new subgroup on internationalization

Hi Folks
We need to start a new subgroup on internationalization.

It will involve finding solutions so that our work is appropriate and
understandable for languages and cultures. This will include both solving
specific problems and creating a workflow  the internationalization working
group at the w3c.
We can also explore the advantages of coga guidance for non native
speakers and internationalization.
