Clear Language summary and minutes for April 20th meeting

Summary:

   Worked on outcome for “Literal language is used, and any implied meaning
   is explained” in Clear Language 2023 working draft

   Discussed complexities of whether/how to include emojis.

   Debated whether to split into multiple outcomes: written words, symbols,
   audio/video).

      Jeanne said narrower outcomes may be easier to test, but broader
      outcomes may be easier to teach.
      -

      Jeanne also said we can have more than one test for the outcome.
      -

      For now, we’re keeping as one outcome but will revisit when we draft
      the tests.
      -

   Key terms we added to the draft outcome:
   -

      Tone of voice (Lisa addition)
      -

      Music with emotional meaning (Lisa addition)
      -

      Hyperbole (John K. and Katy suggestion via IRC comments that Julie
      didn't see until she read them in the minutes)
      -

      Idioms (Julie added after the meeting and will ask the group if
      anyone has concerns about this addition)
