[videos] Cognitive and Learning Disabilities page ready for COGA review

Hello COGA Task Force,

While the video group is still trying to get the full survey together, the script for Cognitive, Learning and Neurological from the Diverse Abilities and Barriers page<-%09https:/wai-people-use-web-videos.netlify.app/people-use-web/videos/abilities/cognitive> is ready for you to begin to review.

Unlink the persona videos, these videos are meant to be broader and not tell the story of one person, please keep that in mind as you do your review.

As I mentioned in the COGA meeting last week, we wanted to give you as much time as possible to review this script.  When the formal survey is out, I will send that so you can look at other scripts if you choose.
