W3C process for working with other groups on our research

Hi Folks
I We have feedback on the W3C process for working with other groups on our
research who are not W3C members.
There is no problem with our coordinating with other groups, and doing
outreach for the literary review. However any direct contribution of
content to a publication (w3c note etc) needs to be from someone who is
signed up to the w3c patent policy (so they should join AG or APA)

They can also add content as github issues or feedback, and then we can
publish it.
