+1 with suggested edits to the response: On the COGA task force call, we felt that adding a requirement for a control to "show password" for end users is important and will be helpful. This wording, however, does not necessarily mean that it will be enough support. Care should be taken that the icon or other affordance (typically represented with an eyeball icon) is not hidden to the user, even if using a password manager. Also: I would be happy to help write or propose exact language if WCAG is amenable to adding this.
