Important Controls

Hello,

I have reworked important controls based on the comments from last week's
call and feedback from the COGA taskforce. It will be discussed at this
Tuesday's AG meeting and there is a survey out about it. If you have made
comments on the previous version, I would appreciate you taking a look at
the new version and providing feedback.

There is also discussion ongoing about the name for this SC.  It started as
Essential Controls and was renamed Important Controls.  Two additional
alternatives (Progression Controls and Persistent Controls) need to be
discussed if the SC moves forward.
