Text for expired issues

Hi Folks



A lot of the comments and issues from old drafts are no longer relevant for the new draft.



I with thinking we could start responding to them with the following text: 



Thank you for you feedback on our draft. We have pulled together a lot of our documents into one draft, and have been working on a new version that we think addresses this and many other issues, making it clearer and cleaner. Please take a look at our https://raw.githack.com/w3c/coga/master/content-usable/index.html. Please let us know if you still feel changes are needed or have other questions and comments.



We apologize for how long it has taken but we think it is significantly better. We hope there will be a next working draft by the end of May at https://www.w3.org/TR/coga-usable/ and a note form by September 2020. (By then we intend to have also added more glossary terms and filled out the appendixes.)
