Re: persona quotes for wcag 2.1

EOWG and I continue to welcome collaboration on the user stories, persona quotes, and related material.

Indeed we have actively sought input from the COGA Task Force over the last 14 months. For example:
* Invitation to contribute to How People with Disabilities Use the Web pages, including the User Stories (from April 2017) <https://github.com/w3c/wai-people-use-web/issues/48>
* Invitation to review quotes in "What's New in WCAG 2.1" <https://lists.w3.org/Archives/Public/public-cognitive-a11y-tf/2018May/0032.html>

Hopefully we can get coordinated soon on working together.
