Contextual information (already defined)  semantics and tags that give meaning to the content,  this includes: concept; role; relevance and information for simplification; information that clarifies the  meaning; relationships to other elements; position in a process; process of which this element is a part

example test process: Identify  minimum  functionality and content that is  essential to fulfill the purpose or understand the topic of the content.for the above: check that contextual information is programmatic determinable via auther setableble properties (if yes - pass)if not is it available though metadata (if yes - pass)if not is it implied though the dom or tag names (if yes - pass)can it be set though author settable properties (if not  -pass . if yes  fail)
repeat for if the essential functions have been identified
