+1 to the resolution.

On today's call we resolved to publish the issue papers and techniques as
first working drafts with the gap analysis.
See https://rawgit.com/w3c/coga/master/issue-papers/index.html
<https://w3c.github.io/coga/issue-papers/links-buttons.html> and
https://rawgit.com/w3c/coga/master/techniques/index.html
This was necessary because we can not refer in the working draft of the gap
analysis to temporary URLs such as rawgit.com <http://rawgit.com> . So we
can either publish the gap analysis without citing where we get our work
from or we can move them all to working drafts.
Please review the minutes at http://www.w3.org/2016/02/22-coga-minutes.html
for more information.
If you disagree with this resolution please let us know asap, but at least
within the next 48 hours.
All the best
