On today's call we resolved to publish the issue papers and techniques as
first working drafts  with the gap analysis.

This was necessary because we can not refer in the  working draft of the gap
analysis to temporary URLs such as rawgit.com <http://rawgit.com> . So we
can either publish the gap analysis without citing where we get our work
from or we can move them all to working drafts.
