resolution on today's call - If you disagree let us know within the next 48 hours

On today's call we resolved to publish the issue papers and techniques as  first working drafts  with the gap analysis.See https://rawgit.com/w3c/coga/master/issue-papers/index.html and  https://rawgit.com/w3c/coga/master/techniques/index.html


This was necessary because we can not refer in the  working draft of the gap analysis to temporary URLs such as rawgit.com. So we can either publish the gap analysis without citing where we get our work from or we can move them all to working drafts.
