Some things that might help to put the ETSI work into context when compared to the W3C work are:


-          Our brief was to generate guidelines and not requirements. The hope is that some of these may later be upgraded to requirements and could possibly be incorporated into a future revision of Europe's Section 508 equivalent (EN 301 549);

-          We have no constraints on having a large number of separate guidelines (organised into broad groupings by section). This has allowed us to avoid the W3C dilemma of how to write success criteria that are compatible with WCAG established practice without the risk of swamping all existing success criteria with too many small success criteria.

-          We have included a number of items from the WCAG2ICT Task Force Note that that reflect existing WCAG success criteria. These have been included on the basis that there is clear and unambiguous reference to the benefits to people with cognitive disabilities contained in the notes to the success criteria or in the appropriate part of Understanding WCAG 2.0.

-          We identified W3C as the place to go to look for "Guidelines specific to the mobile Web" by giving a reference to WCAG 2.0 and a link to the Cognitive A11y TF.
