Techniques template

Hi Folks

Attached is a template for writing a technique in HTML.

Note we are abandoning the techniques on the wiki and using the github page at https://rawgit.com/w3c/wcag/coga-gap-analysis-2014-fpwd/coga/CogaTechniques.html.

If you are writing up a technique , use the attached template and I will add it to the page on github.
